Baltimore, MD which has the only operational 311 systemimplemented it as a part of a multi-faceted system upgrade. Thenumber of 9-1-1 operators was increased. The number of officersassigned to answer 311 or telephone reporting was increased byover 50%, and an extensive public education campaign wasimplemented. In their case it worked because of all of the thingsthey did-not hust implementing 311. Also, no cost figures haveyet been developed and released by ATT or any of the RBOCs.Proceed with caution.
