IP-based communications are becoming commonplace, and we in the public safety industry can leverage the advances in real-time voice, video, chat, and other forms of communication that happen over networks using the Internet Protocol. These technologies are poised to revolutionize the way emergency calls are received and processed.

Members of the Voice over IP (VoIP) Implementation and Operations Committee help shape the official position of the E9-1-1 community in response to policy issues and decisions in the area of VoIP and IP Communications. The committee also provides operational standards, model recommendations, and information that benefit:

911 call dispatchers
911 network administrators
Equipment manufacturers
Communication providers catering to Public Safety Answering Points (PSAPs)
Communication providers catering to residential/consumer subscribers
Enterprise IT groups that are communication providers to internal customers

Working Groups of the VoIP Operations Committee are organized according to typical employment scopes and circles of concern:

Following items are a start to what will be included in a model E9-1-1 service agreement to be used between PSAPs and Communication Providers:

Consistent definition and terminology of VoIP/E9-1-1 Support levels that empower consumers to make informed decisions regarding a Communication Provider

bullet

Process and required information for notifying PSAPs of new communication provider presence or offerings (footprint, administrative contacts, escalation path, etc.

bullet

Supported forms of communication (i.e. email, SMS, VoIP-SIP, video, flavors of instant messaging and chat, web form, etc.)

Security policies governing exchange of information between PSAPs and Communication Providers (i.e. authentication requirements, commonly-trusted certificate authorities, requirements for parties to digitally “sign” contents and usage of said signature information)

Precision and accuracy requirements for location information presented in IP communications, and associated requirements for subscriber notification of Communication Provider policies
