Checklist for Working with ALECs


1) Initiate meetings with potential ALECs to discuss plans and issues. You can ask your9-1-1 service provider, query local newspapers and trade magazines, and network with yourfellow coordinators as to potential ALECs in your area.

You should invite your Local Exchange Carrier (LEC) who provides the 9-1-1 service tothese meetings. In some cases, this may involve the LEC that operates the Tandem and theLEC whose facilities, etc, will be used (as in resellers).

 

2) At these meetings, prepare to discuss:

 

Your requirements e.g. minimum number of trunks, contingency plans, maximum number ofdays to process database information for new customers or changes to old records.

 

Type of service: facility based, reseller or both.

If provider is a reseller, make sure that 9-1-1 fees are collected for those customers.A mechanism for knowing how many customers are in the equation is necessary.

 

Provider’s testing methodology: make sure you are comfortable with this plan. Rememberthat most of the initial setup time should be spent on ensuring 9-1-1 database accuracy,since data must flow through multiple interfaces. Make sure testing schedules are approvedand coordinated by the 9-1-1 County Coordinator.

 

3) Copies of documents that might be needed at these meetings:

 

County’s 9-1-1 Ordinance.

9-1-1 Fee Remittance Transmittal Sheet.

Letter to LEC authorizing ALEC to use your MSAG.

List of ALEC minimum standards distributed by the Florida Public Service Commission.

Record layout for CAD Interface (LEC will have).

For testing purposes, a list of test ALI records, one for each primary PSAP in yourCounty.

4) What you need from ALEC:

 

Target dates for testing and implementation.

ALEC code as seen on ALI screen.

24 X 7 Customer Service telephone number(s) for call tracing, interrupts, addresslookups, etc.

If offices are in the local area: certificate of occupancy, building permit, businesslicense to indicate registration with County or municipal government.

Indicate which LEC is providing NNX’s for facility base or reseller and what thoseNNX’s are.
